कॉंग्रेसचे खासदार महेश जोशी यांचे आव्हान
जयपूर - जयपूर येथून निवडणूक लढविण्याचे आव्हान खासदार महेश जोशी यांनी अण्णा हजारे यांना दिले आहे. ""अण्णांनी निवडणूक लढविण्याची हिम्मत दाखविली, तर मी राजीनामा देऊन पुन्हा निवडणूक लढविण्यास तयार आहे. कोणाला किती लोकांचा पाठिंबा आहे, हे तेव्हाच कळेल,'' असे जोशी यांनी म्हटले आहे.
""चांदणी चौक या मतदारसंघातील 85 टक्के लोक कपिल सिब्बल यांच्या विरोधात आहेत, असा दावा अण्णा करतात; मग त्यांच्याविरुद्ध ते का लढत नाहीत,'' असा प्रश्‍न जोशी यांनी उपस्थित केला आहे. जोशी हे कॉंग्रेसचे खासदार आहेत. त्यांच्या निवसस्थानी अण्णांच्या समर्थकांनी आज घेराओ घातला व तुम्ही पक्षाबरोबर आहात की जनतेबरोबर, अशी विचारणा केली. त्यावर त्यांनी पक्षाबरोबर असल्याचे उत्तर दिले.

पुण्यातील तरुणाईचा अण्णांना अनोखा पाठिंबा
पुणे - सामाजिक कार्यकर्ते अण्णा हजारे यांना भ्रष्टाचारविरोधी आंदोलनात अनेक जण विविध मार्गांनी पाठिंबा देत आहेत. पुण्याचे दोन तरुण अशाच एका अनोख्या मार्गाने अण्णांच्या उपोषणाला पाठिंबा दर्शवत आहेत. याबद्दल ई-सकाळशी बोलताना अयुबखान पठाण म्हणाले, "अण्णांना पाठिंबा द्यायचाच हे आम्ही पक्के ठरविले होते. अशातच आम्हाला ही कल्पना सुचली. आमचे स्वतःचे इलेक्‍ट्रिकल्सचे दुकान असल्याने, आम्ही सौर ऊर्जेवर चालणाऱ्या छोट्या "एलईडी' दिव्यांच्या साह्याने आमच्या शर्टावर "आय एम अण्णा' अशी अक्षरे लिहिली आहेत.''
"अलाईट इलेक्‍ट्रिकल्स अँड इलेक्‍ट्रॉलिक्‍स'चे आयुबखान पठाण व इमरानखान पठाण या काका-पुतण्यांनी मिळून "सोलर एलईडी लाईटिंग' तयार केले आहेत. सौर ऊर्जेवर चालणारे हे दिवे त्यांनी त्यांच्या शर्टावर केले आहे. हे शर्ट परिधान करून दोघे जण शहरातील वेगवेगळ्या ठिकाणी जाऊन अण्णांना त्यांच्या आंदोलनात पाठिंबा देत आहेत.
या दोघांची ही अनोखी कल्पना सर्वांनाच खूप आवडली व ते जातील तिथे लोकांनी या संकल्पनेला चांगला प्रतिसाद दिला, असा दावा पठाण यांनी केला. या दिव्यांची क्षमता विचारली असता पठाण म्हणाले, "सुमारे दोन तास सौरऊर्जेवर "चार्जिंग' केल्यानंतर सुमारे 32 तास हे दिवे चालू राहतात.'' या दोघांच्या शर्टवर दिव्यांच्या साह्याने राष्ट्रध्वज, अण्णा हजारे यांचा फोटो तसेच "आय एम अण्णा' असे लिहिले आहे.
भ्रष्टाचारावर एकचएक उपाय नाही: पंतप्रधान
कोलकाता: लोकपाल विधेयकासंबंधी तात्त्विक चर्चा करण्यास केंद्र सरकार तयार आहे, पण भ्रष्टाचाराची समस्या सोडविण्यासाठी एकचएक उपाय आहे असे समजणे योग्य नाही, असे पंतप्रधान मनमोहन सिंग यांनी आज (सोमवारी) सांगितले.इंडियन इन्स्टिट्यूट ऑफ मॅनेजमेन्टच्या सुवर्ण महोत्सवी समारंभामध्ये बोलताना सिंग म्हणाले, 'आम्ही विधेयक संसदेमध्ये मांडले आणि आता ते स्थायी समितीपुढे आहे. विधेयकाच्या तपशिलाबद्दल मतभेद आहेत.'
'विधेयकाच्या विविध पैलूंबद्दल ज्या व्यक्तींना आक्षेप आहेत त्यांनी ते संसदेतील त्यांच्या प्रतिनिधींपर्यंत व स्थायी समितीपर्यंत पोचवावेत हे आम्ही स्पष्ट केले आहे', असे पंतप्रधान म्हणाले.
या सर्व प्रश्नांवर तात्त्विक चर्चा करण्यास आम्ही तयार आहोत, असे पंतप्रधानांनी पुन्हा एकदा सांगितले.
स्वातंत्र्यदिन समारंभावेळच्या आपल्या भाषणाचा संदर्भ देऊन पंतप्रधान म्हणाले, 'मी (त्या भाषणात) सांगितले होते की, भ्रष्टाचाराची समस्या एका झटक्यात सोडविण्यासाठी कोणतीही जादूची छडी नाही. एकचएक उपाय त्यासाठी नाही. विविध आघाड्यांवर आपल्याला लढावे लागणार आहे.'
'लोकपाल संस्था निर्मितीमुळे मदत नक्कीच होईल पण त्यामुळे समस्या सुटेल असे नाही. बरोबरीने आपल्याला न्यायालयीन प्रक्रियेच्या गुणवत्तेमध्ये व गतीमध्ये सुधारणा कराव्या लागतील', असे सिंग यांनी सांगितले.
अण्णांसाठी तमिळ चित्रपट सृष्टीचे उपोषण

रविशंकर यांचे प्रयत्न निष्फळ!
अध्यात्मिक गुरू श्री श्री रविशंकर यांच्या प्रयत्नानंतरही सरकार आणि टीम अण्णा यांच्यातील मतभेद अजूनही कायम आहेत. सरकारने दिलेला नवीन प्रस्ताव हा उत्साहवर्धक नाही, असे टीम अण्णाने दुपारीच जाहीर केले होते.

कोलकात्याच्या आयआयएममध्ये विद्यार्थ्यांशी संवाद साधताना पंतप्रधानांनी ही घोषणा केली. या विधेयकाबाबत कुणाच्या हरकती असल्यास त्यांनी नियमानुसार त्या थेट स्थायी समितीसमोर मांडाव्यात असं पंतप्रधानांनी म्हटले आहे.
पश्चिम बंगालमध्ये ममता बॅनर्जी आणि काँग्रेसचं सरकार आल्यानंतर आज पहिल्यांदाच पंतप्रधान येथे दाखल झाले. त्यावेळी लोकपाल विधेयकावर सरकारची भूमिका त्यांनी स्पष्ट केली. याआधीदेखाली पंतप्रधानांनी लोकपालच्या मुद्द्यावर चर्चेचा प्रस्ताव ठेवला होता. आज त्याच प्रस्तावाचा पुनरुच्चार त्यांनी केला.

Anna Hazare on Sunday said his campaign has not closed the door for dialogue with government, a day after Prime Minister Manmohan Singh stated it was open for discussion. "We have not closed the door of dialogue. We have kept it open. Only through dialogue the issues can be resolved," he told his supporters at Ramlila Ground on the sixth day of his fast.

दिल्ली मनपाची कुचराई, अण्णांचे १२०० समर्थक आजारी
सततच्या पावसाने रामलीला मैदानात मोठ्या प्रमाणात चिखल झालाय. त्याची साफसफाई करण्यास दिल्ली मनपाचे कर्मचारी कुचराई करत आहे. त्यामुळे रामलीला मैदानात आतापर्यंत १२०० लोक आजारी पडले असल्याची माहिती आता समोर आली आहे.
दिल्लीच्या आयुक्तांनी यासंदर्भात स्वतः हस्तक्षेप करावा अन्यथा साथीचे रोग पसरण्याची भीती अण्णांचे सहकारी अरविंद केजरीवाल यांनी व्यक्त केली. अरविंद केजरीवालांच्या या वक्तव्यानंतर दिल्ली महापालिकेला ताब़डतोब जाग आली.
रामलीला मैदानात मोठ्याप्रमाणात रेती आणि मुरूम टाकण्याचं काम सुरू झाले आहे. पण मोठ्याप्रमाणातला चिखल, डास यासगळ्याची अजिबात तमा न बाळगता अण्णांचे समर्थक रामलीला मैदानावर मोठ्या संख्येने दाखल होत आहेत.

What is the Jan Lokpal Bill, why it's important
The Jan Lokpal Bill (Citizen's ombudsman Bill) is a draft anti-corruption bill drawn up by prominent civil society activists seeking the appointment of a Jan Lokpal, an independent body that would investigate corruption cases, complete the investigation within a year and envisages trial in the case getting over in the next one year.
Drafted by Justice Santosh Hegde (former Supreme Court Judge and former Lokayukta of Karnataka), Prashant Bhushan (Supreme Court Lawyer) and Arvind Kejriwal (RTI activist), the draft Bill envisages a system where a corrupt person found guilty would go to jail within two years of the complaint being made and his ill-gotten wealth being confiscated. It also seeks power to the Jan Lokpal to prosecute politicians and bureaucrats without government permission.
Retired IPS officer Kiran Bedi and other known people like Swami Agnivesh, Sri Sri Ravi Shankar, Anna Hazare and Mallika Sarabhai are also part of the movement, called India Against Corruption. Its website describes the movement as "an expression of collective anger of people of India against corruption. We have all come together to force/request/persuade/pressurize the Government to enact the Jan Lokpal Bill. We feel that if this Bill were enacted it would create an effective deterrence against corruption."
Anna Hazare, anti-corruption crusader, went on a fast-unto-death in April, demanding that this Bill, drafted by the civil society, be adopted. Four days into his fast, the government agreed to set up a joint committee with an equal number of members from the government and civil society side to draft the Lokpal Bill together. The two sides met several times but could not agree on fundamental elements like including the PM under the purview of the Lokpal. Eventually, both sides drafted their own version of the Bill.
The government has introduced its version in Parliament in this session. Team Anna is up in arms and calls the government version the "Joke Pal Bill." Anna Hazare declared that he would begin another fast in Delhi on August 16. Hours before he was to begin his hunger strike, the Delhi Police detained and later arrested him. There are widespread protests all over the country against his arrest.
The website of the India Against Corruption movement calls the Lokpal Bill of the government an "eyewash" and has on it a critique of that government Bill.
A look at the salient features of Jan Lokpal Bill:
1. An institution called LOKPAL at the centre and LOKAYUKTA in each state will be set up
2. Like Supreme Court and Election Commission, they will be completely independent of the governments. No minister or bureaucrat will be able to influence their investigations.
3. Cases against corrupt people will not linger on for years anymore: Investigations in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt politician, officer or judge is sent to jail within two years.
4. The loss that a corrupt person caused to the government will be recovered at the time of conviction.
5. How will it help a common citizen: If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant.
6. So, you could approach Lokpal if your ration card or passport or voter card is not being made or if police is not registering your case or any other work is not being done in prescribed time. Lokpal will have to get it done in a month's time. You could also report any case of corruption to Lokpal like ration being siphoned off, poor quality roads been constructed or panchayat funds being siphoned off. Lokpal will have to complete its investigations in a year, trial will be over in next one year and the guilty will go to jail within two years.
7. But won't the government appoint corrupt and weak people as Lokpal members? That won't be possible because its members will be selected by judges, citizens and constitutional authorities and not by politicians, through a completely transparent and participatory process.
8. What if some officer in Lokpal becomes corrupt? The entire functioning of Lokpal/ Lokayukta will be completely transparent. Any complaint against any officer of Lokpal shall be investigated and the officer dismissed within two months.
9. What will happen to existing anti-corruption agencies? CVC, departmental vigilance and anti-corruption branch of CBI will be merged into Lokpal. Lokpal will have complete powers and machinery to independently investigate and prosecute any officer, judge or politician.

Drafted by Justice Santosh Hegde (former Supreme Court Judge and former Lokayukta of Karnataka), Prashant Bhushan (Supreme Court Lawyer) and Arvind Kejriwal (RTI activist), the draft Bill envisages a system where a corrupt person found guilty would go to jail within two years of the complaint being made and his ill-gotten wealth being confiscated. It also seeks power to the Jan Lokpal to prosecute politicians and bureaucrats without government permission.
Retired IPS officer Kiran Bedi and other known people like Swami Agnivesh, Sri Sri Ravi Shankar, Anna Hazare and Mallika Sarabhai are also part of the movement, called India Against Corruption. Its website describes the movement as "an expression of collective anger of people of India against corruption. We have all come together to force/request/persuade/pressurize the Government to enact the Jan Lokpal Bill. We feel that if this Bill were enacted it would create an effective deterrence against corruption."
Anna Hazare, anti-corruption crusader, went on a fast-unto-death in April, demanding that this Bill, drafted by the civil society, be adopted. Four days into his fast, the government agreed to set up a joint committee with an equal number of members from the government and civil society side to draft the Lokpal Bill together. The two sides met several times but could not agree on fundamental elements like including the PM under the purview of the Lokpal. Eventually, both sides drafted their own version of the Bill.
The government has introduced its version in Parliament in this session. Team Anna is up in arms and calls the government version the "Joke Pal Bill." Anna Hazare declared that he would begin another fast in Delhi on August 16. Hours before he was to begin his hunger strike, the Delhi Police detained and later arrested him. There are widespread protests all over the country against his arrest.
The website of the India Against Corruption movement calls the Lokpal Bill of the government an "eyewash" and has on it a critique of that government Bill.
A look at the salient features of Jan Lokpal Bill:
1. An institution called LOKPAL at the centre and LOKAYUKTA in each state will be set up
2. Like Supreme Court and Election Commission, they will be completely independent of the governments. No minister or bureaucrat will be able to influence their investigations.
3. Cases against corrupt people will not linger on for years anymore: Investigations in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt politician, officer or judge is sent to jail within two years.
4. The loss that a corrupt person caused to the government will be recovered at the time of conviction.
5. How will it help a common citizen: If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant.
6. So, you could approach Lokpal if your ration card or passport or voter card is not being made or if police is not registering your case or any other work is not being done in prescribed time. Lokpal will have to get it done in a month's time. You could also report any case of corruption to Lokpal like ration being siphoned off, poor quality roads been constructed or panchayat funds being siphoned off. Lokpal will have to complete its investigations in a year, trial will be over in next one year and the guilty will go to jail within two years.
7. But won't the government appoint corrupt and weak people as Lokpal members? That won't be possible because its members will be selected by judges, citizens and constitutional authorities and not by politicians, through a completely transparent and participatory process.
8. What if some officer in Lokpal becomes corrupt? The entire functioning of Lokpal/ Lokayukta will be completely transparent. Any complaint against any officer of Lokpal shall be investigated and the officer dismissed within two months.
